Spoke with Skagit AC yesterday. She's got two horses that are in just good enough shape for there not to be any legal charges, but are definitely in need of homes.
They are knee deep in mud! No shelter. Nothing.
Their weight is good and their feet good enough that she can't just haul them off. She did, however, talk them into giving them up if homes can be found.
I asked for photos and when she gets time she'll try to get some for me. Unfortunately she's knee deep in puppy mills at the moment. The mare is 13 and to the best of her knowledge nothing has been done with her. The gelding (her son) is 10 and was supposed to have had 'professional training' five years ago, but hasn't been ridden since. Since we have no clue what level of professional it was, I think we'd be best to assume the horse knows nothing.
If anyone is interested in taking on an extra mouth to feed and getting these horses onto higher ground, let me know!

Do you know where these are? I think this person asked me to board them last year...she was too weird to deal with.
